The "Filing matrix" gives the JCARR action dates based on when the rule was filed with JCARR. It gives the dates for the agency public hearing time range, when the JCARR 65 day jurisdiction ends, the first day to final file a rule, the refiled rule jurisdiction date, and when an emergency rule ends.2023 Matrix
