Larry Wolpert
Executive Director
Prior to being appointed as the Joint Committee on Agency Rule Review's Executive Director, Director Wolpert served as a commissioner on the Ohio Elections Commission. Director Wolpert was elected to the Ohio House of Representatives in 2000 and served until 2008. He served on Hilliard City Council from 1993 to 2000. Director Wolpert had a 20 year career with the Grange Insurance Companies before entering public service. Director Wolpert holds a Masters in Business Administration from Capital University and a Bachelors of Science in Business Administration from The Ohio State University.

Greg Fouche
Deputy Director
Before joining the Joint Committee on Agency Rule Review as Assistant Director in April, 2000, Greg interned in the U.S. House of Representatives, the U.S. Senate, and the Ohio Secretary of State Office and participated in the Legislative Service Commission Internship program. From 1997-2000, Greg served as the Senate Press Clerk and as a Legislative Aide for two State Senators. In 2011, Greg was promoted to Deputy Director with JCARR. Greg holds a Masters in Public Administration from the University of Akron and a Bachelors Degree in Political Science and History from Baldwin-Wallace College.

Ashley Frustaci
Senior Attorney Rules Analyst
Ashley Frustaci is an Attorney and Senior Rules Analyst for the Joint Committee on Agency Rule Review (JCARR). Prior to her employment with JCARR, she practiced law in the private sector. Ashley co-authored Chapter 2, The Rulemaking Function, in Baldwin’s Administrative Law Handbook & Agency Directory, 2012-2013 Ed., 2013-2014 Ed., 2014-2015 Ed., and 2015-2016 Ed. Ashley earned her J.D. from the Cleveland-Marshall College of Law in 2010 with a concentration in Employment and Labor Law. She earned her B.A. from John Carroll University in 2006 where she majored in Political Science and minored in French.

Whitney Paterson
Senior Rule Processor
Prior to becoming an Administrative Assistant of the Joint Committee on Agency Rule Review, Whitney Paterson worked as an Associate Producer as well as a Manager for independent business owners. Whitney attended Capital University, where she studied public relations and radio, television, and film. Whitney completed her Bachelor of Arts degree in May 2011. During her years at Capital University, Whitney participated in the cheerleading program earning various awards. Whitney was promoted to Senior Rule Processor in October 2013.
